Sedro-Woolley is a working town — trades, timber heritage, and the last real main street before Highway 20 climbs into the North Cascades. Most of its service categories have no serious SEO competition, which means the fundamentals done properly can own the map in a season.

When competitors have empty profiles and three reviews, you don’t need clever — you need complete: a maintained Google Business Profile, consistent name-address-phone everywhere, a review pipeline that runs itself, and pages for each town you actually work in.

These towns behave like one search market with different accents. A searcher in Burlington will happily drive to Mount Vernon for a dentist; a La Conner gallery lives and dies on Anacortes ferry traffic; a Sedro-Woolley contractor bids jobs across the whole county. That's why I don't treat service-area pages as copy-paste SEO filler — each town gets its own page because each town's customers search differently, and Google can tell the difference between a page written for a place and a page written for a keyword.
